Buying a handgun in Maryland: HQL and 77R
- Get your HQL. Most handgun buyers need a Handgun Qualification License from the Maryland State Police: be 21 or older and a Maryland resident, complete a 4-hour approved training course within the last 3 years, and submit fingerprints for a background check. Some people are exempt, including honorably discharged veterans and people who already lawfully own a regulated firearm.
- Complete the 77R. Fill out the MSP 77R Application to Purchase a Regulated Firearm in the State Police Licensing Portal, and bring us your application number and PIN. We submit it to the State Police.
- Wait 7 days. The 7-day waiting period starts when the State Police receive the application. You’ll have a decision by the 8th day.
- Pick up. Complete ATF Form 4473 at our counter and take your firearm home. Maryland allows only one regulated firearm every 30 days, with limited exceptions.
Long guns that aren’t regulated firearms go through the standard federal background check at the counter. Maryland also bans the sale of many semi-automatic rifles it defines as “assault weapons” and of magazines over 10 rounds.
This is general information, not legal advice. Laws change, so check the Maryland State Police licensing pages or ask us at the counter. Last reviewed: October 21, 2026.
